I am wondering what the difference is between putting a virtual server in "suspend" mode vs putting it in "stop" mode. How do each of these differ?
Also, how do I setup a virtual server so that it does not automatically start up when I restart the server?

If VPS is suspended it:
- does not starts on host system start;
- can not be started from H-Sphere Control Panel VPS user account;

You need to set ONBOOT option to 'no' in /hsphere/local/config/vserver/<vps_name>.conf file. You can also configure this for all VPS(s) created. Run ./vps-configure.pl for that.
